Title: Research on Cultural Experience-Oriented All-for-One Tourism Driving Urban Sustainable Development—A Case Study of the Design of Xi’an’s Personalized Cultural Tourism Guidance Service System
Abstract: Since the beginning of the 21st century, driven by economic development and improved transportation accessibility, tourist arrivals have continued to grow in most global tourism hot spots. Historic and cultural cities are generally confronted with problems such as excessive tourist concentration, strained public resources, and traffic congestion, which have become prominent contradictions restricting their sustainable transformation (Liang Zengxian et al., 2025). Meanwhile, cultural tourism consumption patterns have shifted from group sightseeing to independent and personalized experiences, and tourists’ demand for in-depth perception and emotional resonance with historical and cultural scenes has increased significantly (Lu Junyang et al., 2025). Integrating the advantages of traditional on-site guidance and smartphone-based digital services to build a citywide comprehensive cultural tourism guidance system can provide tourists with precise and personalized cultural tourism information and experience recommendations, effectively improving urban tourism service quality and mitigating the negative impacts of over-tourism. Taking Xi’an, a famous national historical and cultural city, as the research object, this study proposes a personalized cultural tourism guidance service system centered on cultural experience and focused on intuitive and visual guidance. By combining a multi-objective integer linear programming model with expert experience for route planning, the system enables tourists to perceive the historical and cultural connotations of Xi’an conveniently, intuitively and efficiently, providing a sustainable tourism development support system for historic and cultural cities in East Asia.
