摘要:随着乡村振兴战略的深入推进,农村地区普惠金融的发展面临服务覆盖有限、模式创新缓慢等挑战。数字技术的应用显著提升了金融服务的效率与可达性,但同时也带来了数据安全、算法公平性等新型风险。在此背景下,监管沙盒作为一种包容审慎的金融创新监管工具,通过构建一个风险受控的测试环境,为普惠金融产品提供了安全的试错空间,从而在鼓励创新与防范风险之间取得了有效平衡。我国在吸收国际实践经验的基础上,亟需建立适应国情的本土化实施框架,包括构建多层次沙盒体系以契合不同区域的发展实际,深化数字技术与普惠金融具体场景的融合,健全风险治理与金融消费者权益保护机制,并强化跨部门的政策协同与生态体系建设。最终,旨在形成一套能够支撑普惠金融高质量发展、助力乡村振兴目标实现的制度体系,推动金融服务实现创新突破。

Title: The “Regulatory Sandbox” System for Inclusive Finance in Rural Revitalization: Theoretical Justification and Localization Construction
Abstract: With the in-depth advancement of the rural revitalization strategy, the development of inclusive finance in rural areas is confronted with challenges such as limited service coverage and slow model innovation. The application of digital technology has significantly enhanced the efficiency and accessibility of financial services, but it has also brought about new risks such as data security and algorithmic fairness. Against this backdrop, the regulatory sandbox, as an inclusive and prudent regulatory tool for financial innovation, provides a safe space for trial and error for inclusive financial products by creating a risk-controlled testing environment, thus achieving an effective balance between encouraging innovation and preventing risks. Based on the absorption of international practical experience, China urgently needs to establish a localized implementation framework that suits its national conditions, including building a multi-level sandbox system to meet the development realities of different regions, deepening the integration of digital technology with specific scenarios of inclusive finance, improving risk governance and consumer rights protection mechanisms, and strengthening cross-departmental policy coordination and ecosystem construction. Ultimately, the aim is to form a system that can support the high-quality development of inclusive finance and help achieve the goal of rural revitalization, promoting innovative breakthroughs in financial services.
